I dont think its necessarily a bug but its something like a misinformation for the player. First thing to keep in mind is that noble NPCs teleport on a daily basis all across the map from town to town (if they're not leading a party).

Just need to court her by talking to her about marriage, then visit her once a day (about 2-3 days) to do the speech checks. Make sure to save before the checks, I have failed so many times with 80% success rates. Then after 2-3 speech checks and she says yes, then you need to talk to the ruler to ask for permission and trade 5k denars.
As far as Turkey goes, I think it would be safe to say they'd have gay marriage if it weren't for Turkey.
